I’d say the drivers. Just because you have the capability doesn’t mean you have to use it. There are loads of things we could use to cause danger or hurt people - you can’t remove them all - but it’s about being responsible.

Yes, but not only them. It’s not just the driver.
I think some of the things Europe and Italy have done are good.
- Euro NCAP. For safer cars! I love it. It’s also growing popularity and all the major magazines refer to stars for safety which is (pay attention) not only for people inside the cars, but also for pedestrians. Many major car manufacturers are paying more attention to those safety standards.
- Italy has a growing taxation related to power of cars in terms of kW (or CV). Also insurances cost more. I bet is the same in other countries.
- My country has finally promulgated one of my most awaited laws: istitution of crime for the Vehicular homicide. It’s a shame not every country has it. Before that, penal responsibility was low to zero, and I personally know people involved in cases in which somebody, not respecting rules on streets, caused deaths and it was considered a car accident.
- Autovelox. Related fines.
- Driving licence with points.
- Speed limits. They DO have significance.
In Italy casualties on roads and car accident have decreased. But each point can be and must be improved.
