AFAIR there was a physical release in Germany. (Both SE in one box.)

I’ve never seen the German version. I wasn’t even aware that it exists. Apparently, it was released across Europe with covers in several languages: https://www.mobygames.com/game/windows/monkey-island-special-edition-bundle/cover-art
Although, it was indeed download only initially, as the retail was announced only a few month after release on Steam.
On the other hand, Portal as an individual title was in fact also download only. On retail, it is only available as part of The Orange Box. The single version was released later: Portal cover or packaging material - MobyGames

That is correct. And the retail DVDs have both games on it.
