Spy Fox promo materials from 2001 (Question for Ron)

I did some rummaging at the old Humongous website, preserved by Wayback, and found really cool Spy Fox promo materials, including stories with never-before-seen villains like Dr. Morrie Arty, Dr. Fu Manch Hugh, and Baron Von Bluefield. I wonder whether those were also created by Ron, and whether they were planned for use in future Spy Fox installments?
