Yes, maybe, but the second episode is called “Arkanoid the revenge of Doh”, and at level 32 there is “Doh”, with is shaped as a Moyai.

Skyroads! Sorry, that’s just the name of my (wrong) guess. 
That’s very close to the name of the faction that controls the satellite. SDI is something you get near the final stages of at least some versions of Civ, isn’t it? The game I’m referring to isn’t turn-based, however.

Yeah, back to that game. Looks like Arkanoid or a clone to me.
Did all arkanoidians have paddles that looked like that (and expanded and got smaller etc.)? It looks a lot like something for DOS or Windows I think I had on a demo CD-ROM.
Depended on the level but it reminds me of the Arcade version.
