Depends on what you like to express. In this variant: !? you shout and then wonder. With this variant: ?! you put the wondering/question into the focus. Unicode has both characters/ligatures.

The latter is more used if you’re indignant, the first is rather surprised.

Only if you pronounce it waaaayyy wrong, though(and attach an “o” appearently).
I mean by a stretch it also sounds kinda like “Kat Merad”.
That’s why I said “by a person from Bari” 
they have a very peculiar accent.
Those are english words, though. It´d be wrong, accent or no.
