As far as I remember, you can’t control Franklin until after you get the passport. So you wouldn’t be able to use him to get into the victim’s room.

You can [spoiler]control ghost Franklin after visiting his room with Ray or Reyes the first time.
Btw. it is even possible to visit the victims room (by zapping the right door with Franklin first) without ever picking up the keycard from the dead body.[/spoiler]

I found the jeweler’s tools completely on accident by floating into random rooms as Franklin, however I didn’t bypass sexy Riker at all: it was way before I realized I could zap the doors.
Problem solved … somehow the dead guys keycard was back on the body … I didn’t even think to look there since it was already in the inventory… weird for sure

Weird. Hopefully they can figure out what caused that problem. Glad it worked out, though.
It was not back in the body, it was never picked up. We looked at your save game. You must have remembered picking it up from a previous game.
