I put the pirate hat on before wrapping it in tin foil. Now, I’m unable to go back and do so. Has anyone else encountered this and what’s your workaround?

How are you unable? You should always be able to remove the hat again.
Simply use foil on hat. Your character should take off the hat, cover it with foil and put it on again.
